How to Apply for a Japan Study Visa in 2026 from Pakistan

To get a Japan student visa from Pakistan, you first need a place at a Japanese university or language school. Your school then applies to Japan’s Immigration Services Agency for your Certificate of Eligibility (COE), which takes 1 to 3 months. With the COE, you apply at the Japan Visa Application Centre in Islamabad, or in Karachi if you live in Sindh or Balochistan. Pakistani passport holders pay no Japan visa fee, only a PKR 3,500 VFS service charge, and the visa takes at least 6 working days. Start about 9 to 12 months before your intake.

Japan is a strong choice for Pakistani students who want a globally recognised degree, advanced technology and a safe place to live. Students can choose from Japanese language schools, vocational colleges (senmon gakko), and undergraduate and postgraduate degrees at institutions such as the University of Tokyo, Kyoto University and Osaka University. Scholarships such as MEXT can cover tuition and living costs. Read more in our guide to studying in Japan.

Requirements for Pakistani Students

Japan issues student visas under the “Student” (Ryugaku) status of residence. Most of your documents go to Immigration through your school for the COE; a shorter set goes to the visa centre afterwards. Pakistani students need the following:

  • Valid Passport: A valid passport with blank pages and a copy of the data page.
  • Certificate of Eligibility (COE): The most important document. Your university or language school applies for it at Japan’s Immigration Services Agency on your behalf, and without it your visa application cannot proceed. Most schools now receive an electronic COE (e-COE) by email, and VFS accepts a printed copy. A COE is valid for 3 months, so you must enter Japan within that period.
  • University Admission Letter: An official Letter of Acceptance from a recognised Japanese university, graduate school, vocational college or Japanese language school.
  • Academic Documents: Matric and Intermediate (FSc/FA) certificates attested by IBCC, and degrees and transcripts attested by HEC. Your school will tell you if it also needs MOFA attestation or a Japanese translation. These documents go to Immigration with your COE application.
  • Proof of Financial Means: Checked by Immigration at the COE stage, not at the visa centre. Your school sets the amount; around ¥1,500,000 for one year of tuition and living costs is a common reference, but some schools ask for more. Most Pakistani students are sponsored by a parent, so prepare the sponsor’s bank statement, proof of income (salary slips, tax returns or business documents) and a NADRA Family Registration Certificate. The balance should match the sponsor’s income.
  • Language Proficiency: Most Japanese language schools ask for JLPT N5 or an equivalent test (such as NAT-TEST or JLCT), or a certificate showing around 150 hours of Japanese study. Degrees taught in Japanese usually expect JLPT N2 or higher. English-taught programmes accept IELTS or TOEFL, and some accept a medium-of-instruction letter. See our IELTS preparation and TOEFL preparation classes.
  • Study Plan (Reason for Study): Many Japanese schools give you their own “Reason for Study” form instead of a free-style SOP. Explain any study gap, why the course follows from your previous studies, and what you plan to do after graduating. Immigration checks that your plan, education and finances tell one consistent story.
  • Accommodation Details: Not required at the visa centre. Many language schools arrange a dormitory for you; keep any booking confirmation handy. Our student accommodation services can help.
  • Health Insurance: After arrival, you must join Japan’s National Health Insurance at your city or ward office when you register your address (within 14 days of moving in).
  • Visa Application Documents: At VFS, submit your completed and signed visa application form, one photo (45 mm x 45 mm, white background), your passport and a copy of the data page, your COE (original or printed e-COE) and a copy of your CNIC. All photocopies must be on A4 paper, in the order of the official VFS checklist. Language school students also add their school certificate and Japanese language certificate.
  • Scholarship Documents (if applicable): MEXT or university scholarship holders should include their award letters, which become their main proof of funds.

Step-by-Step Application Process

Step 1: Choose Your Programme

  • Start 9 to 12 months before your intake. Japan’s main study intakes are April and October, and language schools also run July and January intakes. Shortlist courses that follow logically from your previous studies; our counsellors can help you choose the right programme.

Step 2: Submit Your Application and COE Documents

  • Submit your application, attested academic documents, language certificate, study plan and your sponsor’s financial documents together, usually 6 to 9 months before your start date.

Step 3: Receive Your Admission Decision

  • Universities issue an offer after screening, sometimes with an online interview. Language schools often screen you and prepare the COE application in one step.

Step 4: Institution Applies for Your COE

  • Unlike most countries, Japanese schools apply to the Immigration Services Agency on your behalf. Processing normally takes 1 to 3 months. Immigration may ask your school for extra documents during this period, so reply quickly.

Step 5: Pay Your Fees and Receive Your COE

  • Most schools ask you to pay the first-year tuition after the COE is approved, then send you the COE or e-COE.

Step 6: Submit Your Visa Application

  • Book your appointment at the Japan Visa Application Centre (VFS Global / Gerry’s) and pay the PKR 3,500 service charge online when booking. Residents of Sindh and Balochistan apply in Karachi; applicants from Punjab (including Lahore), KP, Islamabad, AJK and Gilgit-Baltistan apply in Islamabad.

Step 7: Wait for Visa Processing

  • Processing takes at least 6 working days when your documents are in order, and some cases take a few weeks.

Step 8: Travel to Japan

  • Fly to Japan within 3 months of your COE being issued. At major airports such as Narita, Haneda and Kansai, you receive your Residence Card (Zairyu Card) on arrival and can apply for permission to work part-time (up to 28 hours a week during term, and up to 8 hours a day or 40 hours a week during long school holidays).

Need Help With Your Japan Study Visa Application?

Once a student has a COE, the Japan visa itself is rarely the problem. Refusals almost always happen earlier, when Immigration reviews the COE application. The common causes are unexplained study gaps, sponsor income that does not match the bank balance, a study plan unrelated to previous studies, and dates that do not match across documents. A weak application to your Japanese institution means no COE, and no COE means no visa.

Our study visa counsellors have prepared more than 1000 Japan student visa files for Pakistani students, so we know where COE applications usually go wrong and how to fix them before your school submits.

Before you apply, let a Times Consultant Japan student visa specialist review your profile, academic documents, sponsor file and study plan. We will help you build a complete, consistent COE file that gives you the strongest possible chance. Learn more about our student visa services.

No. Pakistani passport holders are exempt from the Japan visa fee, including for student visas. You only pay the VFS service charge of PKR 3,500 per application, paid online when booking and non-refundable.
Plan for about 2 to 4 months in total. The Certificate of Eligibility usually takes 1 to 3 months, and the visa takes at least 6 working days after you submit at VFS, sometimes a few weeks.
Not as a regular self-funded student. Your school must first get your COE from Japan’s Immigration Services Agency. MEXT scholars recommended by the Embassy of Japan follow the procedure the Embassy gives them.
At the Japan Visa Application Centre in Islamabad. Only residents of Sindh and Balochistan can apply in Karachi; applicants from Punjab, KP, Islamabad, AJK and Gilgit-Baltistan apply in Islamabad.
Your school sets the amount, not the Embassy. Around ¥1,500,000 for one year is a common reference, but some schools ask for more. Immigration also checks that your sponsor’s income can realistically explain the balance.
Only for English-taught programmes, and some universities accept TOEFL or a medium-of-instruction letter instead. Japanese language schools and Japanese-taught courses ask for Japanese ability, such as JLPT.
Yes, once you have permission to work. Students can work up to 28 hours a week during term, and up to 8 hours a day (40 hours a week) during long school holidays. If you land at Narita, Haneda, Kansai, Chubu, New Chitose, Hiroshima or Fukuoka, you can apply for this permission at the airport.
Most refusals happen at the COE stage. Common reasons are unexplained study gaps, sponsor income that does not match the bank balance, a study plan unrelated to previous studies, and dates that do not match across documents.
Usually you need basic Japanese. Most language schools ask for JLPT N5 or an equivalent test, or a certificate showing around 150 hours of Japanese study, before they file your COE.
Start around 9 to 12 months before. Many language schools close April applications in November, and the COE is decided between December and February.
